The Hawaii Institute for Public Affairs (HIPA) is Hawai`i’s first nonprofit, nonpartisan and independent research and educational organization whose mission is to provide research, analysis and recommendations on public policy issues facing Hawaii, and to provide opportunities for individuals to develop as productive leaders and citizens in society. For over two decades, HIPA has researched, addressed and resolved key issues facing Hawai`i.
